Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
This position will provide college-wide support services in the functional areas of budgeting and payroll. Areas of responsibility include, but are not limited to, monitoring and reporting on the departmental budgets for the college, staff travel transactions, expenditure approvals, wage staffing budget monitoring and approval. In addition, provide support to the payroll department, troubleshooting payroll issues, and out of state payroll taxes.
This position will assist in preparing, justifying, analyzing, and monitoring the college's operating budgets. Review and analyze budgeted revenue and expenditures against actuals and prepare reports for the Director of Finance Operations. Supervise and guide the payroll department in processing payroll and managing state payroll taxes. Maintain position control in HCM to ensure alignment with Cardinal. Run periodic queries to support expense forecasting efforts for other TCC departments. Review and approve District-funded procurement items. Serve as a backup to other budget staff and provide fiscal expertise to the campus community. Prepare and process entries to ensure accurate payroll charges and reimbursements from payroll deductions. Perform other tasks as assigned to achieve the Budget and Payroll Office deliverables and special assignments.

- Demonstrated knowledge of generally accepted accounting principles and fund accounting.
- Working knowledge of the principles and practices of budget formulation, evaluation, and execution.
- Skill at an advanced level in utilizing word processing, spreadsheet, database, and presentation software. Microsoft Office suite (Excel, Word, Access, and PowerPoint) preferred.
- Demonstrated ability to prepare evaluations of complex budgets or related financial proposals or projections.
- Ability to provide strong courteous interpersonal communications, both verbal and written, with TCC staff, peers, and executives in presenting the results of financial data.
- Ability to interpret complex policies and procedures, and ability to make sound decisions consistent with policies and past practices, based upon the information provided.
- Ability to maintain confidentiality and provide professional level customer service.
- Knowledge of, and execute queries from, automated Administrative Financial Information Systems. PeopleSoft preferred.
- Skill in developing and producing routine and ad-hoc queries from databases required.
- Ability to work independently, with little or no direct supervision, as well as contributing as member/leader of group assignment(s).
- Ability to organize work and make independent work processing decisions.
- Ability to read, understand, interpret, and apply policy and procedure.
- Demonstrated ability to effectively communicate, orally and in writing, with diverse internal and external customers.
- Knowledge of other state payroll withholding taxes.
- Combination of education and related experience in payroll processing and accounting.
- Experience in processing other state payroll withholding taxes
- Extensive customer service and peer interaction experience.
- Knowledge of TCC, VCCS, Cardinal and DHRM policies and procedures related to finance preferred.
