Job Overview

In coordination with the Project Manager, the Deputy Project Manager (DPM) will assist in providing leadership to contract managers, managing company risks, managing customer expectations, tracking contract finances, and ensuring all day-to-day operational requirements are being met across all local and outlying San Diego PMO contract locations. The DPM shall have a willingness to be part of a team and the ability to work with a regularly changing group of other managers, staff, and contracts. The DPM will assist contract departments by providing oversight and support for personnel issues, finance/payroll transactions, procurement activities, corporate coordination, quality control, safety programs, small business goals, direct customer communications, completion of contract work activities, and other internal/external contract business.

The DPM will actively participate in project planning, estimating, negotiations, execution, startup, closeout, and related contract support to include personnel training for procurement activities, quality control and other assigned areas. The DPM will implement processes/tracking metrics to ensure responsiveness to customer requirements, timely completion of project milestones, maximize workload, plan efficiencies, and manage business improvement initiatives. The DPM will serve as the secondary point of representation and liaison with Contracting Officers on operational matters (while acting as the principal point of representation and liaison when the Project Manager is on leave) and provides day-to-day technical/professional guidance and leadership.

This position is open to current site-specific employees only.

Salary Range: $150-$160K


Responsibilities

Essential Duties & Job Functions:

Planning and problem-solving

  • Assist the Project Manager in maintaining financial project performance, work performance and a positive work culture.
  • Participate in the development and administration of the San Diego PMO site's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approve expenditures; implements adjustments.
  • Assist in the preparation of long-range plans and forecasts for space, operational, maintenance and equipment and program requirements.
  • Continuously monitor operational performance, customer satisfaction, safety trends, and budget parameters. Keep the Project Manager and designated corporate personnel apprised of issues and recommend corrective actions.
  • Anticipate potential deviations from plans or schedules. Properly inform all pertinent parties of recovery measures being implemented.
  • Analyze, identify, and manage potential and actual risks. Implement corrective action of day-to-day issues and anticipate impact on scope, schedule, quality and cost of more serious issues and risks.
  • Monitor, review, and adjust internal processes to improve effectiveness of daily work activities.
  • Identify and report to the Project Manager the management of issues, risks, or the need to alter requirements, add extra resources and efficiencies.
  • Work with all department managers to maximize workforce efficiencies. Advise and recommend strategies to the Project Manager including actions such as realigning job responsibilities, consolidating job duties and/or reorganizing department structure.
  • Plan, organize, direct, and evaluate the work of subcontractors when required. Inspect projects and evaluate the adequacy of work performed; demonstrate ability and experience with subcontractor oversight and performance accountability.

Communicating tasks

  • Articulate and negotiate consensus on core project/program goals including scoping the requirements of all stakeholders.
  • Define acceptance criteria, working with specialists if required, to meet project deliverables. Put measures in place to keep all pertinent parties properly updated with status reports and/or briefings.
  • Conduct all written and verbal communication in a professional and diplomatic manner. Communicate all ideas and direction in a non-confrontational manner in one-to-one situations, small groups, and before large audiences.

Team Management tasks

  • Effectively manage resource teams in addressing contract issues.
  • Work directly with team members or leaders to estimate effort, plan activities, and negotiate consensus on their appointed tasks.
  • Exercise sound judgment discerning whether tasks should be broken down into smaller efforts.
  • Create and use Gantt charts, spreadsheets, metrics, or other appropriate tools to manage and track work/activity assignments.
  • Implement project goals and direction provided by the Project Manager including motivating employees to perform, listening, and providing feedback to employees, recognizing strengths, identifying weaknesses, providing coaching and challenging opportunities.
  • Act as temporary on-site manager (when necessary) for local and outlying San Diego PMO contract locations when site manager is on leave.

Technical and Quality tasks

  • At the fundamental level, gain an understanding of technology used to make sound business decisions related to contract budget, performance, or customer satisfaction. If necessary, question specialist and technical staff regarding need request.
  • Understand and effectively disseminate relevant methodologies, processes and standards to departments and oversee proper implementation.
  • Support all Project Manager, corporate and customer quality commitment initiatives. Advise Project Manager of any specialty needs including outside support or reallocation of internal resources.

Organizing tasks

  • Generate a variety of documents including requirement/design specifications, contracts, schedules, employee and project reports, meeting agendas, minutes, status reports and email.
  • Create a structure for project documentation and ensure project team understands and consistently uses the methodology.
  • Understand, review, and monitor a structure for project assets including digital assets and ensure project team understands and consistently uses the methodology.
  • Monitor and process timesheets for direct reports. Ensure all departmental managers follow timesheet keeping practices in accordance with corporate policies.

General

  • Assist the Project Manager and Quality Control/Safety Manager in the responsibilities for the health and welfare of personnel on the job, as well as for compliance with all OSHA and corporate safety requirements and policies in the workplace. Ensure San Diego PMO site quality control and safety programs are properly executed in accordance with contract requirements.
  • Review task order status with staff, subcontractors, and suppliers to resolve any problems regarding safety, quality, or other related issues.
  • Work with lower tier facility managers and supervisors to direct effective work execution for building systems when needed.
  • Participate in labor union collective bargaining agreement discussions.
  • Routinely operates Chugach and customer owned motor vehicles.
  • Adheres to established safety, employee and standard operating policies and procedures.
  • Respond to site emergencies, as required including nights and weekends, to provide support and resolution assistance.
  • Occasional travel will be required to both local and outlying San Diego PMO contract locations.
  • Perform other duties as assigned.

Job Requirements

Mandatory:
  • Fifteen (15) or more total years in a facilities, industrial plant, assembly/maintenance, or operations management position with a bachelor's degree in a related field or sixteen (16) years of experience without a degree.
  • Five (5) or more of the 15 years' experience managing activities/personnel on a Federal Government contract.
  • Experience managing business budgets and large teams of employees.
  • Experience formulating plans and strategies for large-scale maintenance, construction, or industrial plant type efforts.
  • Ability to take decisive action, solve complex problems, and negotiate business solutions.
  • Ability to deal with a variety of people in a professional, courteous manner at all times.
  • Strong communication, presentation, and consensus building skills.
  • Working knowledge of OSHA, EPA regulations, and other applicable environmental guidelines.
  • Skilled in the use of computers and Microsoft Office Suite (Word, Excel, and PowerPoint).
  • U.S. Citizenship.
  • Ability to obtain & retain the required intelligence community security clearance.
  • Ability to pass a pre-hire drug and background screen.
  • Valid state driver's license with a suitable driving record.
  • Ability to lift 25 pounds.
