Position Summary/Purpose of Position:

The Director of Business and Finance serves as the chief financial officer of the Department of Physics, overseeing annual funding of about $20 million in state funds, $6 million in DRIF and $200,000 in self-support operations. The director also oversees human resources for the ~700 diverse students, staff and faculty members of the Department of Physics.

The director manages fiscal and administrative operations and acts as liaison to the College of Computer, Mathematical, and Natural Sciences and to campus administrative entities such as human resources, procurement and academic affairs. Working with the department’s Director of Sponsored Research and other colleagues, the director ensures that the department complies with all federal, state, and university policies and contractual obligations.

The department is the administrative umbrella for the Joint Quantum Institute, the Quantum Materials Center, the Maryland Center for Fundamental Physics, and the Condensed Matter Theory Center and is a key part of the Quantum Technology Center, the Joint Center for Quantum Information and other entities. It is correlated with IPST, IREAP, LPS, JSI and other centers. All of these strong partnerships increase the complexity of the department’s administration.

Director’s responsibilities:
· Establish a collaborative working relationship with the chair, directors, faculty and staff of the department, and with administrators at the college and campus level who are charged with fiscal and human resource management.
· Manage budget and fiscal operations for the department, and assure accuracy in all transactions with campus and college level offices, the foundations, affiliated institutes, vendors, etc. Establish clear communication with these entities to ensure correct financial responsibilities and interactions.
· Design and provide reports that analyze the financial status of the department and its subunits.
· Oversee the department’s integration with the Elevate Project/Workday.
· Assist the chair in determining, planning, and executing the financial aspects of short-term and long-term department initiatives. Ensure that the department’s fiscal plans and projections are viable within the confines of available funding. Recommend cost savings as needed.
· Provide policy interpretation to the chair and department. Ensure that personnel practices and procedures for faculty and staff are in compliance with internal and external policies and requirements.
· Oversee the department’s business staff, including accounting, accounts payable, accounts receivable, payroll, human resources, procurement and inventory control. Leverage strengths of the current members and help each to maximize and reach optimal individual and organizational goals.
· Represent the department during audits.

  • A Bachelor’s degree from an accredited college or university is required.
  • Ten years of progressively responsible professional management experience in accounting, human resources, financial analysis, and budgeting, including supervisory experience.
  • Four years of supervisory experience.

  • Master’s degree, preferably in business administration, finance or related field.
  • Strong team management experience. Strong interpersonal, communication, organizational and supervisory skills.
  • Extensive knowledge of internal and external policies and procedures and the ability to interpret and apply them to the best advantage of the department.
  • Strong familiarity with the distinct spending and reporting requirements of federal agencies and private funding sources.
  • Experience with relevant campus systems, and familiarity with the campus move to Workday.
  • Knowledge of campus foundation accounts.
  • Proficiency in Microsoft Office and Google suite.
  • Ability to work independently with judgement, discretion, persistence and unfailing attention to detail, and to promote a collegial and encouraging outlook in a very diverse department.

Additional Information:

Salary range is $172,000 – $200,000. Telework may be available up to two (2) days per week, subject to approval.

Physical Demands:
The incumbent works in an office environment. Much of the job is sedentary and will require close visual acuity to perform activities such as preparing and analyzing data and figures, viewing a computer terminal and extensive reading. Substantial repetitive movements of the wrists, hands, and/or fingers from computer entry work are necessary.
