POSITION SUMMARY:
Purchases high-value and high-risk capital equipment, supplies and services requiring superior technical knowledge in many complex areas of contracting. Prepares, negotiates, reviews, edits and implements contractual agreements and may specialize in the purchase of large equipment, facilities services, systems and IT, laboratory commodities, etc. Develops, maintains and implements sourcing strategies; manages supplier relationships and performance in compliance with Government funding. Evaluates and selects suppliers; prepares and executes signed purchase orders and contracts meeting all Government regulatory and/or state requirements. Works effectively with all levels of management in a fast-paced technical environment.
RESPONSIBILITIES AND DUTIES:
- Drafts and negotiates legal terms and conditions within master agreements, bailment (equipment loan), and collaborative types of agreements that shall serve as a basis for future transactions. Negotiates pricing, payment schedules, installation, training and maintenance agreements, insurance requirements and other purchasing considerations within predetermined scope. Collaborates with TSRI legal counsel when such activities proceed beyond defined scope of approved clause library.
- Drafts and executes capital equipment orders and annual maintenance contracts (for specific commodity or transaction or for general use by any Buyer); includes negotiation of legal terms of purchase, working with suppliers and TSRI legal counsel. Researches and resolves all purchase order and contract issues including locating and securing non-delivered goods, coordinating returns, replacements and/or repair of defective items, resolving performance and warranty issues
- Creates and implements strategic, local and institution-wide sourcing strategies for high-value, high-risk, and/or critical categories of spend. Includes development and full execution of complex RFP/RFI/ITN/or bids; analysis of internal buying patterns and trends; commodity market analysis and segmentation; evaluation and award process including developing TCO (Total Cost of Ownership) models; contract creation, negotiation and finalization; implementation. Ensures long-term contract/program success through SRM, development of KPI’s, data analysis, audits, regular business reviews, end-user communication/education plans, and other methods to ensure contractual obligations are being met.
- Identifies and engages appropriate level of stakeholder, builds alliances and partnerships to garner support; provides departments/labs knowledgeable guidance and/or technical advice in assigned commodity in determining specifications for items/services procured. Responsibilities may include design and specification of customized systems based on customers’ individual needs and requirements.
- Seeks opportunities to drive procurement efficiency through process improvement, automation and leveraging supplier value-add programs. Promotes programs to reduce non-value-add activities, and maximize institutional funding.
- Provides daily guidance to Buyers as well as daily support to all stakeholders with respect to their purchasing concerns and TSRI’s policies.

- May manage ongoing service contracts with third-party suppliers (e.g. building/facilities, shipping/receiving, etc.) and/or on-site representatives. Develops initiatives that support both departmental and institutional goals and objectives.
- May manage residential and/or lab relocations including all sourcing, negotiations and contracts for new lab start-up and on-boarding processes.
- May perform special ongoing assignments such as membership in a local consortium; performing management reporting; partnering with director level management for strategy development; e-commerce testing/training; supervision of various operational processes such as furniture, water, hotel agreements; etc.
- May drive a motor vehicle to travel between buildings on campus.

REQUIREMENTS:
- Bachelor degree, preferably in Business Administration, or the equivalent combination of education, training and experience.
- Minimum 7 years of procurement experience in a research, educational, biotechnology or other government-funded organization demonstrating skills and experience with sourcing, strategic

- negotiations, contractual language addressing liability and software licensing, intellectual property, and risk management awareness.
- Demonstrated subject matter expert level understanding of the IT, MRO and/or scientific commodity base as well as current market trends in the scientific market place as appropriate for assigned commodity based on the specific position.
- Highly organized.
- Able to analyze information and make sound decisions under time constraints.
- Able to implement large projects/conversions in an efficient and highly successful manner
- Lead or supervisory experience may be required depending upon specific position.
- Demonstrated TCO skill and experience.
- Excellent interpersonal as well as verbal and written communication skills.
- Strong skills using Microsoft Office (Word, Excel, Outlook, Powerpoint, etc.). Requires particularly strong skills with Excel.
- Knowledge and experience with procurement systems and applications and the ability to learn the same (Ariba, ONESolution, SciQuest).
- Excellent bid evaluation, analysis and negotiation skills.
- Familiarity with OMB’s, FAR and other government purchasing regulations preferred.
- Must be able to drive a motor vehicle and possess a valid drive license for the state in which the job is held.
